Youngstown State University launches Fire Science degree to serve Ohio’s public safety workforce

Youngstown State University is proud to announce the launch of a new Associate of Applied Science in Fire Science degree, beginning in Fall 2025. Offered entirely online through the Bitonte College of Health and Human Services, the program is designed to meet the increasing demand for professionally educated public safety personnel while remaining grounded in the values and needs of local communities.

The curriculum is built around the evolving nature of the fire service, incorporating both traditional emergency response and modern public safety concepts. Students will study fire behavior, building construction, occupational safety, data-informed decision-making and leadership in complex environments. The program was designed with flexibility in mind, making it particularly accessible to working professionals already serving in fire departments, EMS and emergency management roles.

"This isn’t just about fire suppression," said Carl DeCarlo, retired fire chief and program coordinator. "This is about building safer communities through leadership, science and systems thinking. The fire service has evolved, and this program reflects that evolution."

The program also emphasizes key areas such as firefighter mental health, cancer prevention protocols, emergency management and resilience planning.

“This is about connecting the pieces,” said DeCarlo. “We don’t need to replicate what already exists but we need to create the right on-ramps and off-ramps. How do we help someone become certified and then continue on toward leadership? That’s the role higher education can play.”

DeCarlo brings a wealth of field experience and academic knowledge to the program. A former fire chief with a doctorate in Higher Education Organizational Development from Benedictine University, he is also a graduate of the U.S. Fire Administration’s Executive Fire Officer Program. 

Throughout his career, DeCarlo has worked alongside national fire service leaders of whom have been advocates for integrating education more deeply into fire service leadership.

"I’ve never viewed a single day in the firehouse or in higher education as work, it’s always been a way of life," said DeCarlo. "I’ve been fortunate to learn from people who believed in education as a way to elevate the entire profession. That’s what we’re doing here at YSU. We’re helping people lead."

Applications are currently open for the Fall 2025 semester. The degree is ideal for both new students and current fire service professionals seeking to expand their qualifications, prepare for promotion or complete a degree.
